The Transition Office (Original in Dutch: Het Transitiebureau), published "Black and White Book" (Original in Dutch: "Zwart-Wit Boek") in collaboration with rekto: verso. This special issue "White Paper Black Book" (Original: "Witboek Zwartboek") is a special about the future and the developments in the cultural sector in Flanders and the Netherlands. In fourteen articles, various authors discuss the changes in these areas. Is there cause for concern or can we be optimistic?
